Dedicated to the memory of Police Officer Scott A. Winters, who grew up and served in Bay Harbor Islands, the park's construction began in 2012, five years after the town acquired three contiguous land parcels at a cost of $3.7 million. The park's three-quarters of an acre is packed with amenities that define its appeal to families and their pets. It offers two shaded playgrounds with poured-in-place rubberized surfacing, interactive splash pad, benches, ADA accessible paver walkway, under-roof picnic pavilion, Mid-Century designed restroom building with baby-changing stations, open field with FieldTurf, and adjacent dog park with water fountains and dog run.
